Tanjung Priok Port Toll Road Access Project Continues

Jakarta Provincial Government finally chooses to use consignment to acquit lands to build Tanjung Priok Port toll road access, North Jakarta, after there were no deals of land price between the government and the residents. The consignment money for 44 land lots has been submitted to North Jakarta State Court. Thus, the project which had been neglected can now be continued. It is targeted that the construction of the 114.5-kilometer long toll to finish in 2015.

From all land lots affected by this project, the remaining 44 land lots are as wide as 4,360 square meters. These land lots are located in two urban villages from two sub-districts, namely 11 land lots as wide as 2,000 square meters in Kalibaru Urban Village, Cilincing Sub-District, and 33 land lots as wide as 2,360 square meters in Koja Urban Village, Koja Sub-District.

The disagreement is caused by landowners’ requests for expensive land price. The owners of 11 land lots in Kalibaru demanded compensation for Rp 10 million per square meter, while the assessment team decideed the value of land there is Rp 1.9 million per square meter with taxable value of property (NJOP) only Rp 700,000 per square meter. While the owners of 33 land lots around Simpang Jampea, Jalan Sulawesi, Koja Sub-District, request compensation for Rp 35 million per square meter. The demand is higher than assessment team calculation that is Rp 12.5 million per square meter.

Depok-Antasari Toll Road Construction Started

North Jakarta Mayor, Heru Budi Hartono, stated that the landowners in Kalibaru have agreed the price set by the assessment team. While landowners in Koja, although would file for civil lawsuit, they accepted the compensation offered by the government. Thus, the land lots can be used next week for the continuation of the toll road access construction project.

“From the socialization done, the residents in Kalibaru have understood and allowed their lands to be used. Similar goes to residents in Koja, but for their lands, they will file for civil lawsuit based on expected price,” he uttered, Saturday (5/10).

According to Hartono, this toll road access construction project can no longer be postponed, because it is affecting economy aspects and causing losses to the residents. Not to mention, creating long traffic jam until Cawang, East Jakarta.

“If the project remained postponed, the residents are at loss. I think those land lots can be worked on starting next week. The residents have agreed. And about the disagreement on land price, they will file for civil lawsuit,” he said.

Hartono explained that the government cannot fulfill the demand of residents who are asking for high price because there are rules to perform. Thus, the price is based on NJOP or the value set by the assessment team.

“If the court decided higher compensation, the government will do so. But of course, there will be evaluation first. If the government assessed the price was burdensome, there will be appeal,” he told.

The Tanjung Priok Port toll road access construction project stretches as long as 11.58 kilometers and worth Rp 4.4 trillion. The project consists of five sections, namely E1 Rorotan-Cilincing 3.4 kilometers, E2 Cilincing-Jampea 2.74 kilometers, E2A Jampea-Simpang Jampea 1.92 kilometers, NS Link Simpang Jampea-Yos Sudarso 2.42 kilometers, and NS Direct Ramp 1.1 kilometers.
